STAND Program: WV Funds Tuition for Skilled Trades Degrees

$1M+ Allocated for STAND Program in 2025 Session

During the 2025 legislative session, a $1,033,650 appropriation was passed to fully fund the Skilled Trades Apprenticeship Nontraditional Degree (STAND) Program. This funding, included in budget bill HB 2026, will help cover the cost of associate degree tuition for trades members at community and technical colleges across the state.

The program is available to individuals currently enrolled in or who have completed a registered apprenticeship program.

A Vision for Workforce Development

“This new funding sets the stage for long-term success,” said George Capel, Government Relations Director for WVBCT. “The sky is the limit for this program, and we have high hopes for what it can do for working people in West Virginia.”

The STAND program was originally established during the 2024 legislative session. With funding now secured for FY2026, it will be available starting July 1, 2025.

Backed by Legislative Leadership

WVBCT credited Speaker of the House Roger Hanshaw, Deputy Speaker Matthew Rohrbach, Republican Labor Caucus Chairman Evan Worrell, and House Finance Chairman Vernon Criss for helping secure the funding.

“House leaders made this issue a priority, and we believe it will pay dividends by increasing the number of degrees in our workforce reports,” Capel said.

How the Program Works

Those who complete their apprenticeships will be able to apply their on-the-job and classroom training toward college credit, providing an affordable and attainable pathway to an associate degree.
